i have no fuel or temp gauge in my cluster! fuel guage is stuck on full.. and temp gauge doesnt move! anyone have any suggestions?

Get a new Gauge cluster.... I have a 2004 that had fuel guage problems. I replaced it with a new cluster that I got from Ebay, and it solved all my problems. I checked other things first.... loose connections and stuff. But I found another post that recomended replacing the cluster.
I don't know if the '99 cavalier stores the mileage in the engine computer, like the 2003-2005 do. So I would check into that before you buy one.
