Scanner won't power on ... Why?

Ok car is a 99 z24, I plug in the OBD II scanner and nothing. I've checked the scanner on other cars and it works fine, also checked the cigarette lighter and it has power to it and the fuse is good as well. So what could it be. Also horn and low beams don't work (day time running lights do and high beams do) could these all be on the same circuit, all I know is cig. lighter and obd II plug in are on same circuit. Any help would be appreciated.

I had the same issue on my 2001 cavi a few years back. If fuses are good and it works in other cars, I would check the obd II port under the dash and make sure none of the wires are loose, that was my issue. Hope that helps you out.

I checked the wires, but I'll do it again. Just trying to get it figured out because the car is being sold soon and I just did a top shot treatment, which causes a misfire code and went to clear it but no power to the scanner

Do you have 12V at pin #16 of the OBDII connector

If your horn doesn't work check the horn fuse. It has to be good for the port to have 12v on it.
