Is the functionality of cruise control dependent on any other systems such as ABS?

Shouldn't be. Should only depend on whether or not you are going faster than 28MPH, where the switch is set, if the car is in drive, and if the brake is depressed.
Cruise just uses the Vehicle Speed Sensor (VSS) that is in the transmission. ABS uses the separate wheel speed sensors at each wheel.
Paying someone to install parts and bragging about it being fast, is like watching someone bang your wife and being proud to raise their kids.
