This is an odd one, GM and their awsome electrical systems are to plame probobly. I would test the connections, and possable direct wire them to a switch. This will make them work if done right. I dont even know were to tell you to starts without a headache.

You have a short somewhere that's completing a ground keeping the wipers going.
Your car may do 13 sec @ 103 mph, but my car does 146db @ 35 hz.
I would say the short is probably under the dash between the Instrument Panel Cluster wiring and the Multifunction Switch wiring. Im sure they run in a body harness together. Thats pretty weird tho lol
