Help! Rad fan driving me nuts. *Searched*

Hey all,

So im new here, and ive gotta 1997 sunfire 4 door se 3 speed 2.2 and the rad fan has been giving me nothing but grief. i replaced the fan motor and believe me, it runs. connected it direct and voila, it runs. the old fan looks like it shorted or had a heavy draw as the plug had burnt, just the power side was scorched a bit. so i put on a new plug and got the fan in and still wont work. so i put a new power wire in from the relay to the fan. now heres my problem. theres 2 ways i can make the fan turn on. one is by simply jumping the relay, but then it stays on even when i shut the car off, and two by pulling the plug out as circled in the picture. but pulling the plug raises the cars idle and gives me no temp reading on the dash. relay is good as i have replaced it. so i get that the pcm is not gettin it through its fricken head it should be sending a signal to turn the fan on. im tired of stopping in traffic to open the hood and jump the relay when the temp gets in the yellow. what should i do? the plug in red is what will trigger the fan, the white one works normally i think since im getting a temp reading on my dash.

take a picture of where the temp needle is when you think it's overheating. use mspaint.

usually the fan used to kickin when the temp needle was past the halfway mark. now in the worst case the needle was just touching the yellow and fan was still off. i just dont get how i can still get a temp reading on the dash but the computer wont turn the fan on. is my computer shot?
