I'm about to replace the stereo head-unit in my '99 with a another factory unit, and have already learned about changing the lock-code via the radio-controls. However, I've also heard that to full integrate the new head-unit into the vehicle's BCM I need a Tech-II. I know any dealership will naturally have one in their service-department... But I rather do this totally on my-own, at my leisure.
Is there any device that plugs into the OBD-II ALDL-connector that's available to the general-public that is able to do this? Like Accutron, for example?

Why waste the money for another low output factory headunit? You'd be better off buying an aftermarket deck rather than use an OEM. The OEM has a rediculously low power output that sounds like s**t compared to aftermarket!
Oh, maybe because... This is what I could afford!? Besides... If I'm going to make any substantial investment in a tool, it'll be something that's fully useful to me. So if the Actron unit can handle codes, Tech-II duties & holding the ABS module's valves in check as I bleed the system, all the better!

Not even a Strap-on scanner has all the capability (or 100% correct code reading) of a Tech II.

Take it to the dealer. You can't do what you are looking to do yourself. The Actron's are good fr reading most codes. The better ones can rear the ABS codes. You can't get eve close to what your looking for without spending $4000 or more. And you still won't be able to set the dealer radio codes, or other dealer only functions like personalization of the key fob functions, etc.
What about something that helps with the proper bleeding of an ABS-system? (Holds the ABS module's valves in check)
All the books I've read say it's necessary... Is there something that can do that?

2000 and up works with the BCM for security. These models will surely need Tech-2.

Okay, this is where it gets interesting:
For those whom do & don' t know me, this isn't going in a "J"... It's going in a S-truck. Namely, a '99 Sonoma. It's the same model as was offered in the '98-'02 S-trucks, and the replacement I'm speaking of came from a '02 Corvette.
Now, in relation to the last poster's comment, the question: Will I really need a Tech-II to aid the install of the replacement, like I've heard on some S-truck boards? Or will just doing the Theft-Lock reprogramming do?

I had an 02 Z06 and I remember that it had the same radio as the 99 and under Js; so that radio will work with just a # security. The 99 Sonoma also uses the same radio as the 99 and under Js too, and again just a # security will suffice.
Basically, you will not need Tech 2 for these cars and radio, all you'll need is your number security. I think the S-trucks boards was thinking on the C6's radio, where it will need Tech-2.
