noise after putting my summer wheels on

Hey there; i just put my summer wheels and tires back on my sunfire after having my winters on all season and i now have a noise like a humming and vibration which appears to be coming from the front end.my winters are oem 14'' steelies, and my summers are 17'' rims and rubber; and this is the 5th or 6th season with the same wheel set up...
The issue seems like its there at low speeds and is the loudest and vibrates the most when almost at a complete stop; and it dopes it without breaking( i dont believe its the brakes)

This noise was no present with my winters on; started immediatelly after installing my summer wheels, and this is the first season that this noise appreared after installing my summers,
i have hub centric rings on, all lug nuts present; all torqued tight directional tires facing the front; i even took both fronts back off and checked them over and they seem fine;

maby i have a belt broken on one of the tires; i just cant see anything happening to the tires over the winter sitting inside the house....
or could it be something in the front end that is now loud because of the bigger wheels now on; like wheel bearing; somethingh that was slowly going over the winter;
car drives good at high speeds; no shakes in the styeering wheel or in my seat; it seems when i am going at low speeds that the noise and vibration is worse.
not sure if its in my tires or front end.....

any one encounter the same problem; would love some help on what to do

Could simply need to rebalance the tires

Yeah i was thinking that; the weights are on the fronts on the inside of course; did not check the back yet...... i hope its something simple and cheap, not looking to spend any amount of money on a 13 year old automatic sunfire,lol
