heres my problem, o2 high circuit voltage 2002 z24 2,4 manual 124k

The sensor would read 1.1v when car was cold, below 170
then would create the cel above,once the car reached 170 it would begun to drop but hover around .9 to 1.0?
if i cleared the cel it would act normal bouncing from 0.2 through 0.9
so i would let the car cool down and acts the same when i monitor it again

so I tried a new o2 sensor and everything is the same as above
It will not go into open loop or fixed fuel mixture of .46v at start up like it should, before the o2 sensor is heated up( this is a 2wire so it is not a heated sensor)

basically I need to know the reason it wont go into open loop or fixed fuel mixture of .46v at start up like it should?
