My keyless remote has been on the fritz lately and changing the battery didn't help like last time so I bought a new one from the local dealer. I did the 7 second relearn but the new remote still doesn't work. Ideas?

Last I knew, you had to use a tech ii to program remotes on 2000+ cars.
On the inside of my original key fob it gives the instructions for the relearn procedure, so if it doesn't work on a 2000+ car that's a bit weird. I guess I have to go back to the dealer. Weirdly the original has been working 80% of the time since I bought the new fob when before it was 20%.
