timing help!!!

Setting the timing on my girls ld9 and sll is good but when I manually turn the crank every crank turn the chain jumps. It happens quickly like a jolt. But it gets slack on the right side of the crsnk sprocket then jumps. Again im not sure if its jumping in timing but is that normal? Will it not do that when running?

Question:

When you turn the crank clockwise twice does it line back up?

Also do you have all guides and tension er in at this point?
