Im going to be moving to San Clemente in March. Ill be living with my brother, but what's it like trying to find a decent job? I wanna try to find something in the web / graphic design area. Don't know much about cali, but i hear it's tough to get started.

Don't worry about it. You're going to be so close to huge populations you'll find something. You'll be able to find SOMETHING, though it seems everybody and their ugly momma is a web/graphic designer out here.
Besides, who cares about work when you live in San Clemente?
