Weird problem with my cavi

So I've been having a definite problem with my 00 Cavalier Z24 5spd. My LD9 has been intermittently, running extremely high at idle (around 1300-1600 rpms), and at the same time if i were to rev it, it takes forever to go down... Also when in neutral it occasionally ramps up to three thousand whilst not touching the gas pedal (sometimes higher). Thinking it was a vacuum leak, i replaced a few of the vacuum lines on the TB Didn't do anything. Thought it might be a sensor, replaced every sensor (incl. map sensor and IAV) and still the occasional ramp up.

I'm frustrated to the point that I went to a professional and they tried the MAP sensor and still couldnt figure out the problem (ASE certified mechanics)
I've devoted alot of time and money, and love this car, but I'm at the point to try and get another car and get rid of my cavi. And I have a turbo kit sitting in the closet, waiting to get installed!!! (i.e. turbo parts and a 2.3L HO intake)

get a can of staring fluid. spray it around the engine bay in small bursts. if the idle changes, look for a vacuul leak in that area.

Would a vacuum leak be intermittent? Certain days it runs fine, just lags a bit when revved. Then certains days its idling at 1600rpms and wants to hover at 3000 to 4500rpms when I engage the clutch. Maybe a small crack in the intake or an electrical problem. I'll try the starting fluid thing, tell you guys what happens.

Ok. I tried the starter fluid, and @ one point of the intake, looks like a tiny gap where it mounts to the block. Sorry for doubting you, but still doesn't make sense to me why it would be an occasional problem. Anyway, I have a 2.3 HO intake and TB so that might alleviate the issue... right?
