I have heard that you can use a blank chip a burn it with a pc and change the ones in the ecm. Is this true and if it is how do I go about it.

yes..the 95 and eariler use a replacable Eeprom chip...you need blank chips, a burner, and of course knowledge of how to program it and you can burn custom chips.
its not something i would recommend for a novice ...but if you would simply like a chip i can point you in the right direction.
I wouldn't be against buying one but i would like the ability to change them as I need too.

Build a case for the pcm that will be easily accessible, Then use a ZIF socket. (I think you can get one that fits.). About the easiest way I can think of..
