Is this the tube that spits out coolant when the reservoir is filled too much? and if so, it seems to go somewhere toward the top of the radiator, I tried to pull it out and it just wont budge, anyone know what it's connected too?

its connected to the top of the radiator..you have to take the clamp off before you remove it
