Air conditioning help

My 92 Cavalier with the 2.2L is showing a code 66 which is a A/C pressure sensor error. The system is empty of freon from when the motor was replaced. We tried charging the system with a R-134 retrofit kit but the compressor will not kick on.

Does anyone know if I'm getting this error code because they system is empty or is there a bad sensor or something somewhere? Thanks for any ideas or help.

i put 134 in my 89 and its all screwed up now...and when i turn the vent on it smells like tobacco... (nonsmoker so no its not that)
