Firnd of mine has 90 cavalier 2.2L 5 spd, Other day he was drive to work, The car decided to run like crap, Lugging sound, Now the problem he is having is the car is turning over not idling, Just keeps cranking not firing, The #1 cyl has a spark, I hear the fuel pump buzzing when the ignition is turned on, I noticed the fuel filter looks to be old, So far the car has a rebuilt motor new with all new parts, Also new alt was installed weeks back, Anyone has any Idea's thanks

The fuel filter might be clogged. Try changing it.
If problem persists, it could be the fuel regulator. Try changing that too.

We tryed few other things that could have worked, No turn over when gas is poured down, tbi, We are guessing it could be the timing chained broke, Now the through the tbi, Its choking like a pop sound.

Any Idea's?.

Ok updated info, I findally got around to doing a psi test on each cyl, 175psi on each cyl, I cant figure out why the car isn't starting, It just keeps cranking, I can hear the fuel pump kicking on, I am getting spark from the coil,

Anyone got any Idea's?

Check all the plugs and make sure they have a good strong blue spark. Sometimes a spark plug will fire outside the cylinder because it's in open air, but it won't fire inside the cylinder because of the compression. I would check the resistance on the coil and the plug wires to make sure. Do you see gas spraying out of the TBI injectors? Make sure it's a good strong spray, not just dribbling out slowly. That is where I would start, Also check the electrical connections and make sure they're all plugged in and not damaged.
