Is there a place to download programs to change the computer settings on a 92 pontiac sunbird2.0
or do you have to get another chip
computer tuning is very complicated. there is software and hardware out there to do it, but its not cheap, nor is is for the faint of heart. its a big learning curve.
what you need to get is a chip burner and a data cable. the moats tuning stuff is real nice, and tuner pro seems to work rather well. in order to tune, you need to come up with a data log, analize it and determine what changes need to be made, then burn a chip (or if you get an emulator, you can do realtime tuning), and then do it again and again till you get were you want to be.
i wouldnt bother if you have a stock 2.0l. you may get 5hp out of it from tuning.
There's another issue. If you have a PFI 2.0l engine you'll have to "crack" the ecm yourself. That ecm is unique in the US and AFAIK there's no tuning software available for it in the aftermarket. If you have a TBI engine you might find the definition file and tuning software at Tunercat.
There might be a few good things which can be done to the older TBI engines to make them more responsive. More agressive timing curves make a large difference in the way they feel. You won't turn one into a raging demon, but you can at least make it behave like an angry mosquito.

well I was gonna turbo my stock engine. Iwas gonna use the turbo fuel pump and injectors I just wanted to adjust the air and fuel mainly
You can use the turbo computer for that. You'll need to use the turbo MAP sensor and if your car has DIS you'll need to ditch it and install a distributor from a turbo or TBI car.
The non turbo engine has a little more compression, so you will have to be more careful about tuning once you install the turbo.

yea but I was going to use the DIS Ive got the turbo MAP and I was only going to run 6-8 psi
1) Using the turbo MAP on the non turbo computer will provide wrong fuel and wrong ignition settings. Changing to the Turbo injectors will make it even worse.
2) The computer used with the DIS system is only used for 3 years on the PFI Sunbird here in the US. There is almost no demand for anyone to develop the files you'd need to tune that ecm.
3) The Sunbird Turbo ecm will work with the 2.0 OHC and also provides things like boost control, knock protection, and proper timing and spark maps.
4) You'll probably do more work making the setup run without the turbo computer than with it.
5) Wrong fuel and spark are bad with any psi, even zero.
6) The turbo computer probably won't require a lot of re-tuning for your engine.
7) There are many people tuning the turbo sunbird ecm (it's also used in Syclone trucks) but you'll probably be the only one trying to tune the stock 92 NA bird ecm. Who do you ask if you need help?
8) You don't have to replace the wiring harness to use the turbo computer. Re-pinning and maybe replacing a connector or two is all that's needed.
9) The distributor will bolt righ in to the back of the head. All parts are available off TBI engines in the junkyard.
