Is the progress a good matching rear sway bar for the 22MM FE-2 front bar? I have been going between the addco and the progress and have been trying to figure out which one would be best.

Progress is the same size as the front bar so as to not create a steering issue, it would be a good match.
So basically i'll end up with a neutral setup.

Just because your sway bars are matched doesn't mean your car will have neutral handling. That requires actually setting it up for that with some thought before hand.
You want a slightly larger bar in the front for neutral handling due to the extra weight of the drivetrain up there. That's why the matched kits like the Eibach are about an inch in the front and 22mm in the rear. I would doubt you'd get any kind of snap oversteer or anything from 22 and 22 like the above post said, having the same size in front and back does not = neutral. Anyway which ever one you choose you can compensate for any slight slight oversteer or whatever with a tire pressure adjustment rather than going out and getting new sways for now unless you are hardcore about getting neutrality.

27/22mm from the Eibach Kit, and I couldnt be happier. Very neutral IMO if anything a little oversteer, but nothing too bad. Winter's another animal and will understeer, but thats more on the tires' traction than the swaybars.
addco sway bar + fe2 bar = off throttle oversteer...
before i got my addco front bar, i had the car try to come around a few different times.
