Will JUST springs improve my ride quality? What brand? Is eibach good?
So to improve the ride quality i'd have to get shocks. Any suggestion on brands for 99' Cavalier? Eibach pro kit will only improve handling and lowering not smootheness?
Well you "can" use lowering springs with stock struts, just expect to blow them very quickly. And keep blowing them until you do it right.

so i cannot get lowering springs put on my vehicle and not replace any other part of my stock suspension?
Yes you can get lowering springs put on a stock suspension set up
BUT you should
NOT do this because the struts will blow very quickly.
After you blow the struts you will have to buy new ones. Preferably after market ones to handle a drop. So if you buy these and get them installed seperateley then you will end up paying for two alignments also. Which im sure you don't want to do.
So for your benefit and safety i and most of jbo will recommend that you buy a set of Lowering Springs and a set of After market struts made to handle up to or over the drop you want and get them installed together. That way you pay for one alignment and have a decent suspension set up that will not blow after a few months of driving.
My recommendation would be the Eibach Pro Kit and Kyb Agx's or Koni Yellows, they give a nice drop and i heard very good things about them. This is known as a coil spring and strut setup
Alternatively you can buy a set of coilovers, these generally go for more money but you have ride height adjustability included which is nice.
The third option and most exspensive would be Air Bags, these will set you back anything from $1000+ but you again get adjustability but at the touch of a switch and they tend to be alot more comfortable of a ride.
Anyway talk to some of the guys on here if you want recommendations to good products and places to get them etc.

I think everyone has missed the point here. Nothing aftermarket is going to improve
ride quality. It will improve
handling quality.
If you want improved ride quality (less harshness, bumpiness, and more smooth) over what you have now (stock), replace the struts and all the bushings, keep the stock springs.
If you want better handling, swap in one of the setups mentioned, but it doesn't sound like thats what you want.
Yea ultimately i want a smoother ride. I can't tell you how many times i've gone over a bump accidentally and feel like i was going to break a wheel off.
Then you don't want to lower your car....
maybe you should raise it? maybe 4X4?

Ride quality has never been a trump hand when it comes to our cars, so do what u want.
I used tokico hp and eibach sportline, sits nice due to the rear-biased lowering, and so far the shocks have taken it. But my setup is part time, maybe 5 months a year. I take it back to stock, put winter wheels on, align it, and wait for spring.
It's a little more ridgid on rough roads, but highway it's like stock.
i'd really love to get it lower but i don't want to sacrifice ride quality. Looks like the GR-2s are the items i need to be looking at.
do people read the @!#$ faqs anymore? it explains everything for you about lowering and what struts to buy when lowering.
i do read the faqs but i just wanted to talk to other people who have done this stuff once so i don't make any big mistakes and waste money. Sometimes everything doesn't work with what the faqs say because everyone's car has their own little defects and it's always good to get more than one opinon on the matter. I'm not bashing the faq stickies or anything i'm just inquiring how everyone did their setup.
But yeah, lowering = better handling/worse ride quality. So your best bet would be to stick with stock height springs, maybe aftermarket quality stock height springs, and some good struts, I guess thats the closest you could get to "the best of both worlds" other than air bags as someone up there mentioned.
