ebrake to tight

I just did the rear brakes on my 2000 sunfire, new pads, e brake cables, wheel cylinders and spring kits, the problem is that I have the adjuster all the way closed, when I connected the cables everything was really tight, so tight that the e brake handle doesn't budge, is there any other place that can be adjusted

No adjustment at the handle. It's really frustrating. My cable's stretched wayyyyy out and barely holds on the last click, but there's no way to adjust.

the handle does have a slack adjuster in it but you have to remove the console to use it.

the brakes are installed correctly and I did get the right shoes,I don't see adjusters any where, but I will double check, I am rebuiliding the car so there is no hydraulic brakes, but every part of the brakes has been replaced with new parts except for the drums which I cleaned up, so I dont no whats going on. thanks for all the help

cable must be either the wrong part or installed incorrectly
