damp out - rear brakes??

I have a weird situation right now. Basically when it gets a little damp out or has been raining my cars rear brakes will kind of lock up when I go to brake out of my driveway? Its weird, its almost like I pulled the ebrake. It'll will do it 2-3 times then its good to go, it doesn't happen all the time, just the odd ball time. And has been doing it for the last while now.

What would cause this?

Any solutions? Could I be do for rear shoes?

I have the same problem with my 92 cavalier. I changed the springs and shoes and that helped for a while but now its happening again. the only advise i can give is to change the springs and dont use the e-brake

Go get a $5 can of Brake cleaner and use it. This comes up at least once a week, and the brake cleaner solves it 98% of the time.
