recently i started noticing strong exhaust fumes when I turn on my heater. Can somebody point me to where the problem might arise?

Its proboly antifreeze that your smelling which means that the heater core is leaking.

heater cores are a dink not a fun job at all i bet most mechanics on a flat rate system lose money on them the first time

but the strange thing is that I can smell the fumes only when the car is parked or standing. once it gets moving i can turn it on fully and won't smell a thing...

I would say you have an exhaust leak at the downpipe or manifold that is causing exhaust to rise up around your hood and into your fan blower intake on the cowl.

Yeah sounds like an exhaust leak and plus maybe your missing the rubber gasket that seals off the back of the hood.
