95-99 sunfire engine upgrade time

I know that there are a lot of guys out there that want to do this or have already done it, but there are also those like me who are just starting to figure out their options. I also have spent a few weeks searching these forums for a thread which discussed this; although there are many similar ones, there's not one that's a dead-on match:

i've hit about 150K miles and I want a new engine. I'm torn on whether I want to get an upgraded 2200 motor, or to swap in a 2.2L ecotec.

My problem is I have a 3 speed transmission and want to upgrade to a 5 speed, which could take a fair amount of custom work.

Something I DO NOT want to do is used forced induction, because this car will be used on the street in CA, which has CARB laws. CA cops are really craking down on modified/tuner cars and checking them for non-CARB exempt aftermarket parts. I've even had one look under my car to see if the cat had been removed... Even if the turbo or S/C kit were legal, i'm sure a CA cop would give me sh*t about it.

Also, does anyone know if a K frame from a 2003+ sunfire/cav will fit on a 1995-99 sunfire/cav? It seems like it should, but I never would assume anything like that when considering GM cars...

oh yah; the car's 1998 sunfire, and swapping in an ecotec is CARB legal after a trip to the state referee.

fawk it run a 2.2L eco with a saab turbo setup they wont no sh*t or even just run the eco do a search theres so many post on it, the swapping to 5spd isn't that hard

or just go wit the GM SC. it's a part directly from the Vehicle manufacturer, if they find a way to make it illegal, then so help them.
