Hi I was wondering what will make this car not want to connect to OBDII scan tool. car runs and drives but has check engine light on. Please help me out!

I will be more specific for you...

In the fuse box on the side of the dash, check the fuse labeled "Cig". In the fuse box under the hood, check the fuse labeled DLC.

i didnt think 97's had OBDII maybe im wrong but i thought they ran OBDI

95.5 and up are OBDII

95 1/2 no 95 is in its own world bought a scan tool with both OBD 1&2 and it doesn't work on 95 Js or 94 Cavs with 2.2L

everything 96+ is OBD2

Same problem with my 97 Cav. But.. Mine won't start/run. I had the dealership try to run a diagnostic with their Tech 2 scan tool, and they said they couldn't get a reading. =/

Must be a piss poor dealer if they cant find problem.

make sure you have a ground in the diagnostic port too. 12v without a ground will get you no communication. Not sure which pin is the ground, if its a black wire or a black/wht wire more than likely its a ground.
In some rare cases on early third gens the ecm is the problem with no communication. be sure your gettin good powers and ground before swapping the ecm.

i had the same problem with the car not starting and the obd2 wouldn't connect. the wiring harness under the radiator was all broke and corroded
