first thing im thinking is the ecm 's are different. on the 2000 it is mounted on the side of the rt front frame rail and is totally different from the echo ecm mounted semi on top of the engine. on the 2000 I know for a fact that the fuel gauge goes through the ecm. What did you do with the 2000 ecm? You need to find out if the 03 echo ecm has the fuel sender going through it or if it goes directly to the bcm. Wiring Diagram will show this. Ill try to see if I can find out.

im pretty sure the fuel tank stuff is all the same from 00 up, the question I have is does the level signal go to the ecm or the bcm?

GM service information says
Check for the following conditions:

Inspect the Powertrain Control Module (PCM) harness electrical connectors for the following conditions:
-Improper mating
-Broken locks
-Improperly formed terminals
-Damaged terminals
Inspect the wiring harness for damage. If the harness appears to be OK, observe the Fuel Tank Pressure display on the scan tool while moving the electrical connectors and the wiring harnesses related to the sensor. A change in the display will indicate the location of the malfunction.

Refer to Evaporative Emission (EVAP) System Cleaning before starting repairs.

diff ecm and different pin outs. Unless you moved the wires from the old ecm plug to the eco ecm, the cluster isnt recieving the serial data for the fuel level from the ecm. It may be possible you put the purple sender wire in the wrong place.
sorry pics are a little fuzzy, try to copy them to a photo program. Mine wont run or I would have sent your nicer ones.

sorry I didnt catch our last message before I sent the last.
Just double check that your purple sender wire goes all the way to pin 22 of the echo ecm and that you also have a black ground on pin 11 of the echo ecm. The tank pressure sensor and the fuel level share the same ground. Make sure that your ecm is getting all the grounds also cause this is how the sender gets the ground, through the ecm.
