Dunno on the dash lights, but on your HVAC panel, the lights are wired in series. So if one goes out, they all go out.

You might wanna start playing around in there with a DMM though and start checking voltages and such.

I'm not sure if it can effect the dash lights, but the multi-function switch on the column (the one the cruise control is on) can affect a lot of things you wouldn't expect.

Just out of curiosity, have you tried changing the bulbs, or pulling them out and testing them? The 95-99's are really easy. Just remove the cluster and they are the green twist-out bases that you see on the back of the cluster. They are regular bulbs, as are you HVAC bulbs, so there is a good chance they are simply burned out. You can get replacements at your local auto parts store, or if you want to get LEDs, go to someplace like SuperBrightLEDs.com. The HVAC lights are #74's wedge base, and all of the instrument panel lights are twist-lock's, including the high beam and directionals.
