2001 cavalier climate control fan level problem

Hi, it is the second time that my climate control fan level 1 and 2 don't work but 3-4 work very good. The first time, my car was on warranty so I've made it fix by the dealer.

I tried to change the whole climate control panel but it do exactly the same thing. I was wondering if anyone had the same problem and could tell me exactly wich part I need to change to fix it.
