I am looking for a nice double-din in dash dvd player. I am most likely going to be buying on ebay. Is a 2v pre-out enough for a 4channel amp and a mono? Or would 4v-5v be much better. Also one more quick little question. If you have a 4 channel amp, do you run it off the front pre-out or the rear pre-out, or does it matter? I'm an audio noob, and it's going to be my first system.

Total for all this and $700 cdn in dash dvd + wiring= about $2500.
Will it be okay as a starter system?
If you have 2 subs being ran at 1ohm each, will that equal 2ohm amp load? Or still 1ohm?

well to answer your questions as best i can...
the voltage for the pre-outs really depends on if both are measured in peak (max) or an RMS value. if its 4-5V peak or 2V RMS, the 4V preout would still measure higher than the 2V at RMS, but this is mostly a preference. personally, your not going to be able to hear the difference in the voltage of the RCA signal. you may just be able to set your gain a little lower or something to achieve the same output level if your preout was higher. if the price is the same or if money is no object, then get the higher preout, if thats not the situation, then it doesnt really matter. again the higher preout cant hurt, but you probably wont hear a difference.
as for which of your preouts should you run your 4 channel amp off of? that depends on what you are going to be powering with it. i would assume your going to be powering the door or midrange speakers. you will want a full range signal. generally both the front and rear preout will send an unfiltered signal to the amp as long as you dont set any EQ or anything on your headunit.
if the manual specifies either the front or rear NOT sending a full range signal, run it off of the other.

It's pretty much dirt cheap on ebay, and from what i've heard the quality is pretty good. The cost of everything besides the h/u is only around $1700 cdn. The in dash dvd is what bites the wallet. And it will push around 2300-2700rms(depending If I do the one big amp or 2 smaller ones) and 4600-5400 max watts. This with a nice ported box should be one of the loudest daily drivers in newfoundland. Might even go for 3 of those subs and 3 of the amps. 3900rms watts and 7800 max would make me happy for sure. What should the box be ported to? would 4-5 cubes be enough? All help is appreciated.

i would build the box to spec.
especially if you plan on porting this box, building it wrong is not a good idea...

Your amps will determine the proper preamp voltage to use. If your amp inputs clip at 2v, you won't be able to take full advantage of a head unit with 4v out.
