i saw one on an airport limo, advertising the company or whatever. its a good idea for them since they dont generally have stickers and stuff advertising to keep the car clean and professional looking.
i cant see what the hell they would fine you on though? if your not displaying something vulgar or anything, then whats they problem? what law could it possibly be breaking...?

i believe it's because it's a distraction to other drivers. people let curiosity get the better of them so they get too close to try and read it, which can cause accidents cause they are looking at the scrolling marquee rather than the road.
