I have the hyper white in my car, yes they are a stock replacement.
Output is ok, nothing special, but for the price I would recommend them.
Idk about your local police, but around here they will ticket you for yellow headlights, yellow fogs are ok, not the headlights.

yellow headlights not only look terrible, but the light output is bad as well. just say no. as a whole, luminics bulbs are a great replacement bulb. would recommend any time.

^I ran yellow headlights for about six months and they were a noticeable improvement over stock. Only reason I changed was to go with Luminics Ultra Whites for color.
