Odd headlight problem (yes I've searched)

I have noticed that there seems to be a constant combination of problems with our headlights/lights in general....

First what happened to my 01 sunfire GT is no low beams... no DRL's... DRL relay would click and flash the passenger side DRL 8 times then go out and give a service code.

Through research I have narrowed it down to a few things..

1. bulbs... replaced both headlight bulbs with 100% new bulbs no dice
2. Relays/fuses.. pulled all relevant and non-relevent fuses.. all check out
3. Combo switch... 120 later and a trip to the dealership and once again nothing...
4. I have pulled the entire wire harness from under the battery tray... pulled off all protective covering and found one wire that was gone...spliced in a new wire...

now my low beams work... however my drivers side DRL's are very very dim.... now this wouldn't be an issue but where I live it is mandatory to have DRL's and the cops have been known to pull over people who run no DRL's...

When I run a meter to each headlight... the passenger side which is good is running at 4.2 the drivers side is 3.6... not a big difference but could be something.

Anything that I'm missing?

Check the DRL relay in the instrument panel fuse box.

When you say driver's side 3.6, passenger side 4.2... what are you measuring???

Voltage is what I am measuring... I have swapped out the DRL relay...

Odd thing that I noticed is that when the DRL's turn on the relay itself clicks about 4 times... this seems odd to me..

The other thing that I have noticed is my GM repair manual keeps mentioning that after you have a DRL problem it is important to go to get your BCM re calibrated through a tech2... or other programable device....

Alright might have narrowed down the problem.. I think the problem with the headlights was the dark blue wire that lead to the left headlight it was completely broken so we replaced that...

but I think there's a secondary problem... the ground connector that sits under the battery tray seems to have issues... ie,,, if you wiggle it then the park lights go on and off.... signals stop working etc....

So we are trying to tackle that area now...

Does anyone know if you can actually open up that connector?? it looks like there's 2 small tabs but we cannot get them to push open...

pulled the ground connector apart.. cleaned it up really good and that has solved the grounding issue...

The issue that remains is...

Driver side DRL is Dim.... Passenger side DRL is fine... when the car is put into drive or neutral the DRL relay clicks 3-4 times...

to recap

1. The bulbs are good (replaced both) and cleaned the connectors....
2. The fuses / Relay are good (replaced all)
3. pulled the entire wiring harness (replaced any wires that looked in any way damaged)
4. pulled apart the ground connector and cleaned everything...

any ideas? I haven't put it back together yet...
