That's really a hard question to ask. Different cars with the same modifications are going to run differently. It's just a fact of life. A lot of it depends on the driver's skill. I know this isn't what you want to hear. But it's true.
Plus, different sized turbos, tuning, everything plays into what time you run. See if you can be a little more specific with what size turbo.
btw, 3 inch charge pipes are probably too large for your car...

What exactly do you base that off of? How do you know its not some .42/.48 100,000 mile junkyard worn out turbo? Charge pipe size is going to kill him, its way too big. No clue what size intercooler, what fuel modifications, anything, how can you even guess that he would gain 3-4 seconds in the quarter?

I believe you will have to get a custom made exhaust manifold if you want to use that turbo. It is also a lot more than simply putting a turbo on a car. There are a lot of components to a successful turbo setup. Check out the FAQ's on the top of the Boost page, they should help you out some.
i have a custom manifold for it the turbo and innercooler and i found all the stuff to do it i just wont to no if its worth my time and money if i cant get a mid 14 its not worth it to me and im going to have a baby in like 3 mouths so i cant do much more than a turbo im only doing it i have the turbo and manifold

Anyway, you could slowly piece it together. The turbo and manifold are usually the most expensive parts. The rest shouldn't be too bad...
