PA inspection?

i got custom turbo kit for my car was gonna put it all ikn but wondering if ill be able pass pa inspections

It can pass, depending completely on your setup. 99% of PA is now OBD 2 emmissions, which means you have to leave the factory OBD 2 system in tact (which means no stand alone engine management system), if you are tuning your turbo setup with HPT, you should be fine.

as long as you have a cat, and NO cel you are fine... not taking into consideration anything else that may need fixed

The guy that inspects my car said no engine light and do not turn things off in the cars computer with hp tuners because there computer will know what is on and what is off. And he said you have to have the cat and muffler.

The only thing that PA emissions cheack (I know, I am a licsensed inspector), is that you have a GAS CAP, that your MIL comes on with key on engine off, it goes off (and it is not commanded on) when running, and your readyness monitors are ready.

Depending on your year, you can have 1-3 monitors NOT ready for testing and pass.

The computer does NOT (and can not) read what settings are off, since different cars support different tests, and the program in the computer is manufacterer specific and would be very hard to be read by a generic computer. You could technically tell your computer "no report" on everything, and it would pass emissions....NOT that I would recomend doing that in any way shape or form.....

There is no longer visual inspection for a cat, muffler, exhaust leaks, vaccum hoses, evap canister, egr, pcv, anything if your car is OBD 2. You will fail Safety inspection for not haveing a cat or muffler, but you will get your emissions sticker so long as your MIL is off.

what if you are using the spark plug non-fouler trick with your aftermarket cat...will they ding you for that?

Wow, your emissions are tough there.
They just test what comes out of the tailpipe here in Ontario. And if it fails, you can always find someone to get it to pass under the table

For Pa Inspections it depends on what county you live in. Some do not require emissions testing and if that is the case. They may look at your car alittle harder to make sure everything is there. A visual inspection of all emmission components is required with or without emissions. In my county (Northampton) we have emissions testing. Your car must pass atleast 5 out of 15 self test flags to pass, no cel and a gas cap test. It sounds scary but its not a big deal. The only thing you must have is make sure your computer is set with your matching vin #. When I had mine done, I swaped out the '03 pcm to my factory '05 pcm the week before and drove the car like a baby, bearly making boost. This worked with no problems at all.

I do work at a Chevrolet Dealership and I would check my PCM with a Tech2 to make sure it was passing the required flags.
Some garages may overlook some things (cat converter) as long as your evap components are still there.
