thats for a 3400 engine not the 2.4 ld9

making a kit isnt as difficult as it sounds, thats what most members here do these days

depends on the quality of parts you use

registry says you have a 97, so the reflash is outta the question for you. start reading up on hptuners and check your regional forum to see if anyone local has it.

theres a sticky with a suggested parts list at the top of the boost section, youll want to look into that too.

if you use junkyard parts and know someone with hptuners you can probably do this for under 1000. realistically youre looking at probably 2000 for a decently built kit. make sure not to skimp on fuel mods/tuning.
