i was given a turbo with an internal wastegate. but im not sure what psi the wastegate is set at is there any easy way to figure this out.?
If it's an adjustable wastegate you'll need to hook a boost gauge too it. Can also try looking up the part # on the WG

The quickest way to find out what PSI the gate will open at is to hook it up to an air compressor with a regulator on it. Get a blowgun and a piece of rubber hose. Hook the hose up to the wastegate port and take the other end and push it up to the tip of the blowgun to seal the hose. Start at like 5 PSI, and crank it up in 1 PSI increments until it is fully opened.
If you don't have a compressor then take it to a friend that does, haha.
its kinda built on to the turbo. the guy i got it from who didt sound like he knew what he was talking about but said its got a spring inside and you could change the spring to get more or less pressure??
i have a t28 so mine doesnt exactly look like that.

so you saying use like an air compressor? hook a vaccuum hose to that little nipple and if i put 7 pounds of air into it and it opens all the way the that means its set at 7psi?
