PRNDL Display Non Funcitonal

I have a Gen3 Cavalier and the PRNDL Display does not illuminate, at all. I check the IPC and solering looks okay as well as the UART serial connection to the BCM.

I have yet to check for a DTC, but I've been looking at DTC 31 but I can't determine where the Transmission Range Switch or the PRNDL wires are? Is that in the shifter in the console or off the transaxle?

Any ideas? A lot of googling has gotten me nowhere. If anyone has these symptoms please let me know.
