Okay, first of all, I did search but all I found was a thread asking how much you can lower on 19's.
I am thinking of putting 17" rims with 215/45/17 tires, and lowering my 2003 cav. My question is how much do you guys recommend lowering the car, and how do I do it right? I was told that just changing the springs is the worst idea, so what is the right way to lower the car?
I was thinking of getting these rims with a 42mm offset
but I am having trouble finding any them. I found them at a couple of places that said they were out of stock. They are Katana Passions
Lowering with spring is not the worst way. The best way is to get a good set of struts when you buy spring or coil over or just get the full coil overs if you are going coil overs.
As for lowering. If you get the correct tire size the overall diameter of the tire should be the same so it would not matter if you lowered on 15's or 19's beause the over diameter including tires is the same.

correct if your running 215/45/17 or 225/45/17 you should be fine. as for lowering putting just springs on is a bad idea. basically the stock struts arent meant to handle it and they will blow. now depending on what you want, springs or coil will deterime on which struts you will have to buy. if you want to lower the car past 1.5" then you should really get koni yellows. doing a suspension isnt going to be cheap. your looking around 600-900 for a decent setup.
