Does upgrading from a stock 15" hubbies to 17" rims affect your turning radius?

no as long as its the right size tire
as long as you use a 215/45/17 or 225/45/17 tire then your fine
go for the 225/45R17 it's closer to stock than the 215 so your spedo, and odometer will be more accurate.
and now the turning radius will not be affected, because the overall diameter of the tire will be the same.
