So I bought a set of winters that fit on a celica. The bolt pattern is perfect, but the center hole is a little bit too small. Is there anything I can do to these wheels to make them work? or do I ahve to buy new wheels.

no.
i would say yes, you can drill out wheels, but you CANNOT drill out steel wheels. i tried this with a celica steelie that i had and the guy told me no

How difficult is it to drill out a wheel, what tools do I need, and what shoul I watch out for.
You mean My wheels? or an actual bullethole with hubcap?

Ok I accualy help put a set of TC rims on my friends cavy also, so I have experiance with them too.
With My celica rims I Have a friend with a lathe so I brought them to him and I simply cut the centerbore out to the JBody Hub size, I cant remeber what it was but it was a really small cut like about 2mm at the most i think.
For the rear I wanted them to sit a little bit wider to fill into my flares some So I just used Hubsentric adapters which spaced them out 1/4".
For the TC we didnt have access to the late and he just wanted them on there so we looked around and found a 2" 80 grit sanding flapper wheel, then chuck it up and ran it through the hub for a few seconds at a time and kept testfitting it untill it fit, now this dosent give a 100% perfect cut but its pretty dern close and its deffinatly still center.
for his rear we spaced them out because the offset had the wheels sitting in to much for his taste.
Oh also when cutting them Only cut the center out about a 1/2" deep because if you go all the way through the rim the center cap will no longer fit.
