94-96 beretta z26 (in 16's) and some lumina apv mini vans had them but they were 15's.
best way i know of to restore them to original is throw them in the nearest fire.
not only do you get to return them to their natural state but you get to rid the world of one of the absolute ugliest rims ever made! LOL

First thing that came to mind was sawblades.
On a second note it appears that the alloy coating is in terrible shape so what Id reccomend to do if you wish to keep those wheels would be to sand them all to even out where the chipped away coats are and buy some silver wheel paint. Other than that I dont see much that can be done to restore them.
i stripped a set of allow wheels similar to that...the aircraft stripper got all that plastic stuff off the alloy and they shined up bigtime.......soooo since theyre rough lookin id say strip them

That's what I was gonna do and I know we got some of that aircraft stripper type stuff where I work, so I was gonna buy it and fix them.

Could always have them media blasted and powder-coated.
