I would seriously consider doing it yourself. If you read a couple tutorials and take your time its really easy. You cant really mess up fiberglass, it can always be sanded down or built up to the way you want it.
CF on the other hand. Ive never actually tried it, but I know that its hard to lay it without messing up the weave unless you have a special machine, I think it basically suctions the CF against the piece you made after you wrap it to get all of the air out. Im not sure though.
My first ever project was extending my sideskirts by 2.5" and you couldnt even tell that I did it! My second project was my brother Sub enclosure, and then my own. Everything Ive done has turned out at professional quality, it just takes time and lots of sanding labor! lol
But if you decide not to try it, (which you might as well, got nothing to lose) than I would def. find someone local like the guy mentioned above, so you dont have to worry about shipping it and breaking the one-off piece.

I would never take my car to a shop that tells u that. its something really simple that an average joe can do, and a SHOP cant do it? hmm........

its actually real simple. cut where the sideskirt is flat (its easier to extend something where there is no design). Extend the amount desired. Put aluminum on the backside or something to hold the FG. Add FG. sand, use some filler, sand until its smooth. and ur done
theres nothing hard abot this, the sanding part is the most time consuming though.

I did mine a little differently simply because the process was easier for me with my style of sideskirt, but in most cases the way he mentioned is the easiest. I found my tutorial post on how I did mine but none of the pictures work and I dont really feel like uploading them all. lol.
The shop that you went to may have been referring to urethane sideskirts, which even still it is possible, but the process is much harder and fiberglass doesnt bond to urethane as well which can cause cracking later on down the road.
