I've seen a lot of steering wheel swap questions lately and was wondering, Have the laws changed or is everbody saying F@#k it and swapping anyways. I used to swap out steering wheels all the time before the dreaded airbags, but don't want to offend Johnny Law or my Insurance company. Just Curious?

Each state is different. You will have to check your local and state laws.
But, yes if you do the swap, your insurance company will get pissed and up your premium by a butt load.
As far as I know, the law states you should have airbags. If you car came equipped with them from the factory, then it is illegal removing them. its illegal in Illinois anyways. Cops aren't going to argue with it though or really question it so people do it anyways. The only problem is that if your state requires safety tests or you get caught at a safety checkpoint. Then its up to them.
Insurance may screw with you if you get in a accident. If it is a safety device depending on states it will vary. I don't know of anyone in Florida that has gotten pulled over for it but i have heard some insurance companies have issues and in an accident may try to use it as an excuse to not pay you anything. That depends on the insurance company as well. As i say why remove something that may save your life

yeah indiana is great on laws and i've heard that alot. one thing in indiana though is when you sell your car if it was equiped origanally with air bags it must retain them when you sell the vehicle, atleast on the dealership side of it. as far as inspections??? whats an inspection???? safety check point??? wow.. glad we live in the land of the free.. which we call indiana..

Likewise in my area of the Pacific NW. I believe all there is out here is emissions, and that's only in metro areas. Wouldn't know for sure, all I know is my car wouldn't pass visual or sniffer, or the airbag check either (no passenger bag)
They do this thing around Chicago called a "safety checkpoint" where it is nothing more then a total screw over and time waster by the cops. What they will do is set up on a block on a main road and have a barrage of cop cars setup to stop people, etc. They pick completely by random. It doesn't matter if you are on your way to school, to work, etc. You have to stop and the process takes like 20-minutes. All they will do is inspect your car to make sure it is "safe to be on the road". Exhaust, seatbelts, turn signals, brake lights, damage, etc. If they find anything wrong, they can write tickets and citations for it. All in all, its ridiculous.
Is that why the traffic around Chicago is insane? LOL
Well usually when they pick cars, they'll have them pull off to a near by parking lot. The problem is, where they do these "checkpoints", they knock the lanes down to 1-way each direction so they can pick & choose easily. So it does make a problem for traffic. Specially since they usually tend to do them between 3-6pm.
And to think, I've always wanted to visit Chi-twon. LOL
ive checked pa laws many times and it appears PA doesn't care if you have airbags or not, so i guess its hit or miss depending on state, but your insurance company won't be too happy with you if they ever find out

I live in Indiana
I bought the car used from a dealership and got in an accident, the airbags deployed and I got an aftermarket steering wheel. It is against the law to sell my car?
