is there anyway i can replace the bulbs in the cluster rather than buy a new @!#$in $300 cluster
Check eBay fr a cluster or go to a junkyard. Otherwise, your in luck, you have an easier cluster to fix. If you did a search, you would have found this :

the lights in the 99 cluster are just bulbs, so yes, you can replace them, also the odometer light is known to go, best way to fix that is to remove the bulb *which gm doesn't sell, and solder in a new one #74 i believe was the one i used
