As long as they are USDOT approved cops can't say a damn thing. If theres no USDOT approved logo on the bulb or box, then you'll get ticketed if any cops get pesky and want to ticket you for them.

Will this happen? Probably not, depends on your area really. Around where I live I see little hondas, neons, everything with everything from blue to yellow to purple headlights and I see them over and over again.

The Luminics bulbs are actually produced in Japan and shipped to the US, so technically they are not DOT approved, but Luminics says they are "approved" for use in the US on some of their models. The Pure Blue are stated as 100% Street Legal in the US on the Luminics bulbs site. Actually even if there is not a DOT stamp on the lamps, as long as they fall in the legal K-color range for halogen bulbs and illuminate atleast more than 150 feet to 450 feet in front of you or more, you will be fine. My PIAA Extreme whites are 4100K, I believe the legal limit for standard Halogen headlight is 4150K. This is keep in mind the legal limit for halogens and does not apply to Projector lamps or HID apps. It is all about visual safety to the cops, most "Blue" bulbs are just blue tints and therfore do not produce much visual light and are declared unsafe. But there are Halogens on the market that have a silver or gold glass which is a filter that remove the rays in the light beam to produce a blue tint but allow for maximum visual light. Filtered halogens are perfectly fine, but the tinted bulbs will most likely get you in trouble.

Most cops wont bother you at all unless you are either blinding people with the bulbs or have a completely illegal color and it is not a HID application. My PIAAs are a super white bulb and illuminate the road like a high beam and so far I have driven for 2 years with them and past plenty of on coming cops and they have not pulled me over yet. Although it is always up to the cop to pull you over. Even if they are DOT approved, you are going to have to pull everything apart to prove it to the cop.

Just so you know I also have the Luminics JDM yellows for my fogs and haven't gotten in trouble for those yet either.

I don't know though what to tell you, personally I think you might get in trouble, I got this pic from luminics, even though they say their pure blues are 100% street legal I doubt a cop will say they make a good enough light output to be legal. I'd say find someone in the area that has a friend in the local law enforcement or ask the local DMV if they are legal. Its better than getting in trouble one night and not be allowed to drive the care home because the cops says it is unsafe to do so.

If anyone else has some input here is a pic for people to look at....
