19a) buy hood

21) Maaco special the car. nothing pretty, just needs to be all one color since the bumper and hood will be primer

I would personally make a flat piece that goes across where the original gauge face was, and mount them all to that. Granted you may have some clearance issues, but the extra work would pay off in a very clean looking install. You could keep the clear lens in the front for a factory-installed appearance.
