So im going to paint my IDI cover, and I took it off and started sanding it down a little, and there is some stuff that i can't get to come off. I haven't messed with it alot. I just wanted to know if you guys knew an easy way to take it off. Here are some pics, the stuff i am having a hard time with is the real dark stuff in between the lines...

like i said, i havent put too much time into it, i just figured id get opinions before i mess around with it more. i have a buddy that can probably just get it sandblasted for me, is that the best way to go? thanks
Dremmel or Die grinder with a brass wheel or something similiar.
If you're going to paint I wouldn't worry about that stuff... just clean it up really good and you'll be fine. Hell I never even presanded thew few idis that I've painted.
Yep they can be a PITA with the factory coating.
Wirewheel helped me out quite a bit, but sand-blasting would be the most effective and give you an awesome base for paint.
The HO cover on the '97 was sandblasted, I canned it at home, then took and block-sanded the raised portions and had the bodyshop clear it.
Quick tip, you may want to pull the ICM before finishing, too expensive to risk messing up. I got lucky on the one I pulled from the yard was in great condition except for pelling paint so I used aircraft remover, about 30 minutes, and a pressure washer and it all came up. I had no problems painting, sanding the letters, or clearing it all other than rushing so just take your time and you'll do good.
Man you are going at it all wrong. What you need is a can of aircraft brand paint stripper. It is available at any auto parts store. Here are some pics of how it removed the paint from my IDI cover.
I had mine the lines letters and numbers of mine polished and then used the aircraft stripper then had it all painted the same color blue as my car. Then the guy who painted it very carefully wiped the paint off the polished part then cleared over it all. Hopefully this will seal it so I do not have to constanly polish the lines. So far it still looks as good as the first day I got it polished. It came out looking way better than the rattle can jobs I have done. Here are some pics of the final product.
