Maybe you could show them that you can replace the airbags before you drive/tow it back. My car had blown airbags and I just changed everything the steering wheel airbag, pass airbag, the module under pass seat and that annoying sensor in the front (pic# 6 with yellow and blue clip). I didn't have to change the clock spring behind the steering wheel airbag because the wires were not burned out (like the GM repair manual said). After changing it all I plugged the battery back in ducked under the steering wheel and turned the car on and the airbag light went off and I was good to go. Its not that hard to do as long as you disconnect the battery and get the components that match your car.

Oh, and the module under the pass side has this clear clip in it that you can swap out with your original one if it does not match and it should work. I know cause I had to do it.

Sorry to hear it man. I would definitely check into the laws. They might not be giving you the correct info.

There is no reason not to let you buy it back that way. Obviously it's going to have to be thoroughly inspected before it could be registered again.

To add to this (this is a good idea) but what your supposed to do when working on airbags is turn the key to the on position and then go under the hood and connect the battery, if something goes very wrong and the bag is gonna blow it'll do it when your under the hood not in the passenger compartment. It's not an issue on J's but ducking under the wheel airbag doesn't make you safe if you have side airbags in the seat, side curtains etc..

It's likely never going to make a difference but its free insurance that takes no extra time or effort.
