Here is my input

Stage 1

1. good
2. overkill - get some camber bolts and save money
3. not worth the money, no noticeable difference, get only front GM brace and save money
4. rear only will do the trick, if you have a lot of money get both

Stage 2 - very nice, good mods

Personally, I would pass on grounding system, you dont really need it, get a nice set of spark plugs and a K&N filter or intake.

Stage 3 - overkill. You don`t need big brakes, your brakes will be plenty for the power you will be making. Get good rotors and nice brakepads instead.

Stage 4 - rollbar ? Are you gonna take the car to the track? If yes, good idea, with suspension and brake upgrade you are going to have alot of fun. Gauges - you need basic gauges like oil temp, pressure etc more than a monster tach. If your car does not have a tach then go ahead. Seats are nice, but look for black seats to look good in a black car. Don`t get bright red which will be visible from 2 miles.

Good luck man, you have some nice ideas there... don`t overdo it and remember... you can always fo more with less money

the hypergrounding i would put in stage 1, as a maintance thing, And it only costs about $15 if you do it yourself, just do a search and you will see.
