Want to remove my valve cover to paint it and when I put it back on the bolts are supposed to be tightned to a certain tightness right?.......what number........

Also, I know I have to do all the prep work of cleaning and sanding and everything before painting but how necessary is it to bake it before putting it on........or is that not really needed?
