as the title says...what are the differences between the 3100 and 3.1?

I'm not sure but it's the same motor base but not the same heat.

3.1 Liters = 3100 milliliters = 3100 cubic centimeters

Same thing, different unit of measurment.

actually HP on the 3100 and 3.1 are much different note the reason so many 2nd genners swap in 3x00 SFIs or do hybrid swaps using the 3.1 base

3.1 MFI 140 hp 180 ft/lb torque (available with 5 speed transmission)

3100 SFI 155 hp 185 ft/lb torque (almost positive it's only in automatic)

There is a world of difference between the old 3.1 and the new 3100.
Improvements include:
-redesigned block with new mount locations
-cross bolted main caps,bolted through the alum. oil pan
-larger ports on the heads and intake
-redesigned plenum
-roller cam and lifters
-roller rockers
-shorter pushrods
-addition of a cam sensor
-larger bolts on the timing cover

Just to name a few.
